The Georgia School Boards Association Standards for Local Boards of Education assists local boards of education and superintendents in establishing and functioning as an organized team to manage and improve the school district.  The standards initiative assists the local leadership team in establishing district vision, district goals and developing local action plans for continual improvement in all areas.  The Standards program encourages a continuous improvement cycle, asking local leadership teams to determine where they are now, where they want to go and how they will get there.  This cycle, combined with the implementation of eight “Standard Areas of Responsibilities,” helps to ensure a functional local organizational structure, which empowers the leadership team to manage the school district. 

Local leadership teams that have complied with the Standards can move to a higher level of excellence by striving for and achieving the Board of Distinction classification.  This classification requires a board operational structure that includes completing the Governance Accountability Self-Assessment, linked to a locally developed/adopted superintendent evaluation instrument, continuation of requirements of the standards and other additional criteria.  Combined, this ensures a functional “local” organizational structure that empowers the leadership team to manage the school district as a Board of Distinction.  For more information about GSBA Standards and the Board of Distinction program, visit the Georgia School Boards Assocation web site at www.gsba.com

Standard 1 - Vision/Philosophy/Goals

Objective A: The Board of Education along with the superintendent's leadership has reviewed and readopted the written district's vision statement in a three-year cycle.

Objective B: Annually the board with the superintdentent's assistance has reviewed and readopted the district's mission statement.

Objective C: Annually the board with the superintendent's collaboration has reviewed and adopted the board and district goals.

    Objective D1: The board has adopted an activities calendar that monitors action plans on agreed upon goals with periodic superintendent updates that are made part of regular board meetings.

    Objective D3: The board and superintendent have mutually agreed which goals with expected performances that will be included in the superintendent's formal evaluation.

    Standard 2 - Systematic Improvement

    Objective A: Each board member participates in the required training and professional development that meed or exceed requirements of Georgia law.

    Objective B: The board annually evaluates its performance in fulfilling the Board’s duties, responsibilities, and the Board’s ability to work as a team.

    Objective A1: The board establishes and follows local policies, procedures, and ethical standards governing the conduct of the board and board members.

    Standard 5: Board Operations - Board Meetings

    Objective A: The Board of Education meeting agenda is properly developed, posted for public review, and conducted in accordance with the Open Meetings Law (50-14-1).

    Standard 6: Board Operations - Personnel

    Objective A1: The board oversees the management of the district by employing a superintendent and evaluating his/her performance.

    Objective A1: The board provides guidance to the Superintendent in developing the tentative budget and conducts pre-budgeting discussions with the Superintendent.
